Managing Director

Fabio Negro

Fabio has spent the majority of his 25 year career in IT working with and enabling the public sector to achieve their digital ambitions. Fabio’s most recent responsibility is the “Shared Technology Services” for Brent, Lewisham and Southwark after his appointment of Managing Director last year. Previously Chief Technology Officer at Shared Digital, a shared service for Camden, Haringey and Islington, Fabio has a wealth of experience of shared service innovation and delivery.

Head of Partnerships and Programmes

Jo Barker

Jo has worked in local government for over 30 years, in roles on the front line in housing to CIO roles in ICT. Having worked in such a varied roles and looking after housing estates in Camden, Jo looks to merge her passions in her current job and be a bridge between business and tech. She admits she is no techy but in her time has picked up enough IT jargon to write a book.

Jo joined STS in November in 2019 with the incentive of saving money within local government: “It sounds cliché but if we pull together and we’re smart, we can do it.”

Head of Operations

Mobeen Zafar

With over 20 years of experience in the public sector IT industry, Mobeen is a seasoned professional known for his versatility and expertise across various domains. As the Head of Operations at STS, Mobeen has demonstrated exceptional leadership and a deep understanding of service delivery.

Throughout his career, Mobeen has successfully led numerous initiatives that have significantly enhanced the IT capabilities of public sector organisations. His strategic vision and hands-on approach have been instrumental in driving innovation and ensuring the seamless delivery of technology solutions.

Mobeen has a proven track record of managing and optimising IT service delivery processes, ensuring high levels of customer satisfaction and operational efficiency. His meticulous attention to detail and proactive problem-solving skills have consistently resulted in successful project completions and smooth operational workflows. Mobeen's ability to anticipate client needs and provide tailored solutions has been key to building long-lasting partnerships and trust with stakeholders. Mobeen also has extensive experience in designing, implementing, and managing robust IT infrastructures that support the critical operations of public sector entities. Mobeen is well-versed in developing and implementing comprehensive cyber security strategies to protect sensitive data and ensure compliance with regulatory requirements.

Mobeen has held various senior leadership roles, including Chief Technology Officer (CTO), where he has provided strategic direction and oversight for large-scale IT projects. Mobeen has adeptly created technical roadmaps that guide the strategic deployment and evolution of IT systems, ensuring alignment with business objectives and technological advancements. He has spearheaded critical data centre and cloud migration projects, facilitating seamless transitions to modern infrastructures and enhancing operational efficiency. Mobeen has conducted comprehensive application landscape mapping to optimise software utilisation and improve integration across platforms. His expertise in IT architecture has enabled organisations to build scalable and resilient systems that meet their evolving needs.

Mobeen's commitment to excellence and his ability to adapt to the ever-changing technology landscape make him a valuable asset to the STS team. His leadership and technical acumen continue to drive the success of STS and its mission to deliver innovative and reliable technology solutions to its partners.

Head of Strategy and Technology

Tim Green

Tim joined in March 2020 to drive the development of the technology strategy, roadmap and Target Operating Model STS. He has previously worked in Retail, Telecoms, Central & Local Government and the charity sector. His interests outside of work closely mirrors his role in STS, as he has always had a keen interest in consumer and digital technology.

Chief Security Officer

Cairan Weldon

Cairan is the Chief Information Security Officer (CISO) for the shared service and have over 20 years of industry experience.

Since the conception of the shared service, a significant change in the threat landscape, with attacks becoming more targeted and sophisticated has been identified. Adaption of navigating the compliance requirements and regulatory standards specific to the UK government and, more importantly, keeping data secure and protecting residents needs to be continuous.
This Cyber Strategy reflects the change in STS cyber posture and gives us the vision to protect councils and data by being more agile and reactive to adversaries.

Cyber Security is everyone's responsibility.

Head of Operations

Stuart O'Shea

Stuart is a seasoned professional who embarked on his journey with Brent in 2004. Beginning as a 1st Line Support Officer Stuart steadily climbed the ranks within the Brent and later SharedTechnology Service. With a strong foundation in various technical roles, Stuart has honed his skills and contributed significantly to the evolution of SharedTechnology Services. Not one to rest on his laurels, Stuart briefly took the helm of the Project Management Office (PMO), showcasing his versatility and leadership capabilities. His dynamic career trajectory continues in 2024 when he assumed the pivotal role of Head of Infrastructure Operations. In this capacity, Stuart harnesses his extensive technical background and leadership acumen to drive operational excellence and spearhead transformative initiatives. His journey reflects not just a progression through roles but a commitment to continuous growth, making him a respected figure in the realm of technology and operations.

Financial Controller

Mainak Roy

Mainak has worked 20+ years in the Private Sector in different finance and accounting roles before joining Shared Technology Services as Financial Controller in May 2021. At Shared Technology Services, Mainak’s primary responsibility is to monitor the Annual Revenue Budget and provide a comprehensive professional finance service that fulfils partner Councils (Brent, Lewisham and Southwark) statutory, corporate and operational requirements.

Prior to joining STS, Mainak has worked in different roles with companies within the Private Sector. He has worked for US Fortune 500 Companies, like General Electric (GE) and HP (Hewlett Packard). Mainak has extensive experience in managing Corporation Tax compliance function, including preparation and filing of Corporation Tax Returns, R&D Tax Credits, Patent Box Reliefs and Capital Allowances in large organisations.
